If something like that isn’t true, then why has Sessions backed Rosenstein over Trump? This isn’t as hard as some try to make it. Trump is trying to MAGA. Rosenstein is enabling Mueller, who is trying to destroy Trump. Sessions never misses a chance to take Rosenstein’s side. I.e.: Sessions is playing for the other team.

The IG report will cover only how the FBI and DOJ handled the email investigation, plus it will cover a few leaks.
The IG report on the FISA abuses and now the spying probably won't be ready until late 2019.
Justice delayed, is effectively the same as having no justice at all.

Sessions’ last refusal was in response to requests, not a Congressional resolution. Actually, I think hearings on the Hill would get better results. The House and Senate Judiciary committees need to take control of this.
Huber’s Grand Jury is until proven a reality, the Republican equivalent of the Tooth Fairy.
Why does it require resolutions and hearings? Why doesn’t Sessions just cooperate?
