His father was NOT based or serving in PANAMA, where the Songbird was born. His father was serving the the Canal Zone, which was US controlled.
His father’s assignment was in The Canal Zone which was a small base of operations located in Panama. The military was not housed in the zone, they were quartered outside of the zone if accompanied by dependents. Being born there does not make him a Panamanian citizen by birth.
I served with several officers whose fathers were also military members when they were born. They were born in France as their parents were assigned to a NATO operation. There was NO base or base housing. They were born at a local hospital. Their parents were American citizens and they were born as full up American citizens who are eligible to run for President if they wanted to.
