According to this, they are not “turning over” the documents. They are allowing congressional reps to “review” them. I’m not sure that exactly meets the standard of congressional oversight — they ask for the documents, they should get the documents, not a peek at the documents!

If President Trump had wanted those documents released before now, he could have ordered it at any time. If he is doing so now, it means the president has determined that the time has come for their release.
