That's a quarter of a mile, about 4 city blocks—not much of a challenge for teenagers.

He’s pandering to the whimpy...as in whimpering...self loathing voters...goal: bring all into submission to the secular state...then transform secular state to religious state by slim majority vote and continuing “normalcy” of violence and threats of violence..could be my overactive imagination..but not hard to see as a possibility..Goodbye England, magna carta, etc....

For a 'normal' teenager, yes. But for a teenager of the size being targeted by this, 400 metres presumably looks like a double marathon.
