Diversity for the sake of diversity is racism
Giving special treatment (good or bad) to a person just because of the color of their skin is racism.
The school administrators should be fired
1. An average IQ of 82 implies that nearly half the population is, at least, mildly retarded*. That's certainly qualifies as a "large part" of the population. (*Assuming a normal distribution; with 82 in the middle, instead of 100.)
2. Many moons ago, I took several university math and science courses, in classes with Chinese exchange students (albeit from Hong Kong and Taiwan, not the mainland). Based on that (obviously skewed) sample, the estimate of 105 seems very low.
That said, take the chart with a grain of enough salt to plug your arteries.

Exactly: The good principal is simply issuing a pronouncement ex cathedra - a claim that is absurd on the face of it!
How does a 12-year-old child with an I.Q. of 130, who has just stood up in front of the class and delivered a 10-minute oral report on, say, the flora and fauna of the Burgess Shale, benefit from the next student standing up and presenting a rambling, poorly-structured, cuss-word-laden narrative about "Life in da' Ghetto?"
(Sure, on a meta-level, the bright student will learn an important "life lesson" - Stay away from people of that ilk!)
Even if the "diversity students" were white-bread children with banal learning problems (ADHD, etc.) - or even only simply "slow" - how would that benefit the "smarter" pupils? And how would the teachers' devoting a significant fraction of their time resources to "catering" to the "special-needs" pupils benefit the remaining ("normal" / "above-normal") children? Wouldn't the teachers necessarily then have less time to devote to the "advanced" students?
In short: It is an intuitively false assertion!

yes. I believe they should be at the level of sub-saharan Africa on that map.
That’s why I mentioned that my sample was “obviously skewed”.
