The mounting price tag of extreme weather events and the prospect of greater destruction to come have brought into focus a question that has been lurking at the edges of climate change conversations: Who should pay the costs of the death and destruction caused by human-driven global warming?

A lot of the damage from "extreme weather events" is simply due to increasing development and the growth of larger population areas. There was violent weather activity in the past but it was not as impactful because they often occurred in undeveloped areas that were not as densly populated as they are today.

Years ago, you could walk out of your house and shoot a gun in nearly any direction and not hit another home. Can't do that today because of spreading city boundaries, expanding surburband development, and communities that keep popping up on what used to be rural areas. The more people there are, the greater the potential damage from "extreme weather events".
