My understanding of parole is that you have NOT finished your sentence but are being released early, with conditions. So no, they have NOT paid their debt.

The problem I see is if you have a 'tough on crime' elected sheriff running against someone who wants to win at any cost; including, in the extreme, releasing prisoners for any number of reasons.

Do you want prisoners deciding the outcome of a local election between a tough on crime sheriff and a sheriff who will 'cater to the concerns of those incarcerated'?

Where I live our last sheriff election was very close. Those on parole could have changed the outcome.

It's just something we should take into consideration.

In NYS voting rights are restored AFTER completion of parole, and then the ex-con has to register to vote.

Cuomo can try to stroke of the pen this, but it won’t hold up in court.

If I had my way, Democrats would not be allowed to vote but you and I know that's not how our system works. I believe in most jurisdictions, one of the requirements for a parole is that they work. Again, taxation without representation is tyranny. If the parole breaks parole and goes back to jail, I would agree they've forfeited their right to vote until they prove they are responsible citizens and not in jail.
