Self-preservation. McConnell and many GOP senators don’t want to have a recorded vote on such a bill. Such a vote would expose the anti-Trumpers who support the Mueller witch hunt.

He doesn’t want Mueller to get fired, as he thinks Mueller has the goods on Trump. And will use them too.

McConnell isn't doing anything courageous. He knows that Trump would never sign it, that the courts would declare it unconstitutional, and that Republicans don't need the optics of an intra-party fight going into the mid-term election.

uh, the hiring and firing of individual government employees (aside from certain appointments requiring Senate confirmation) Constitutionally belongs 100% to the head of the Executive Branch, NOT Congress!
