Your post adds some interesting considerations, and your linked article was worth revisiting. Congressional committees (and the IG) need to pin down exactly what Comey is referencing in BTH contexts, and force all the “evidence” and “material” into the public domain.
As you cited, circa.com on 6-12-2017 published a story that “Comey told lawmakers he confronted Lynch with a ... communication ... that Lynch had agreed to put the kibosh on any prosecution of Clinton.” (Circa reports speculation that DNC Chair Debbie Wasserman-Schulz authored this “communication”.)
That would fit what Comey now claims except for this detail:
He calls the material a “development still unknown to the American public to this day.”
But Comey’s story about the DWS communication was told to Congresspersons, then published on 6-12-2017 (and was much discussed at the time), and thus is unknown to the American public, at least in outline. The logical implication is that he means some other “material”. The material might be substantially more proof about the kibosh; truth about the “tarmac meeting”; Lynch using federal charges in the Garner case to blackmail the NYPD; or something else truly “unknown”. It is imperative that Comey be forced to explain his comments.
Comey is laying down hints, as if he WANTS to be forced to tell secrets that will shift blame to others. Comey patently thought Lynch was incompetent to handle the “kibosh” without embarrassing the DoJ/FBI, and harming Clinton, by getting caught. Comey wanted to push Lynch out of the line of responsibility for the email case, out of fear that the damaging “material” about Lynch might not be contained. He found it more of a risk to Clinton for Lynch to let HRC off the hook, then have the “material” on her come out, than for Comey to illegally exonerate her, compromising himself, but without a paper trail. That’s “A Higher Loyalty.”
