Every penny cost of everything any private company has to endure because of taxes or government mandate is paid for by the end-user of that companies products or services. The company pays zero because all the income they get is from the end-user buying from them.
For a government worker, it all comes from the current tax payer or if paid by adding to the debt, your children and grand children.
