Sessions doesn’t write briefs. Someone three layers down from Sessions wrote it. Sessions probably never even saw it.

Session is in charge of DOJ.
It is his responsibility to have briefs and other documents filed correctly and have a staff that will follow his and the President’s direction.
If current DOJ lawyers will not do that, Sessions needs to find ones that will.
