West Virginia Moves to Extend Second Amendment Rights to Parking Lots

In the trend to restore Second Amendment rights across the United States, 22 states have created statutes to protect the right to have arms inside personal means of transportation.  On 27 February, a bill in West Virginia passed the House by an overwhelming majority of 85-14. Here is the Summary From HB 4187:

The purpose of this bill is to create the “Business Liability Protection Act”. The bill includes the right to limit possession of firearms on certain premises and definitions. It also provides for misdemeanor criminal offense and penalty. It prohibits employers from certain specific actions against a person when that person possesses a firearm legally, including a condition of employment. The bill provides a duty of care of public and private employers and provides for immunity from liability. The bill authorizes the Attorney General to enforce this statute, including the right to sue or seek injunctive relief; and seek civil fines.

The purpose of this legislation is to find a trade off between the property rights of employers and the Second Amendment rights of employees. There are numerous restrictions on the property rights of employers already in place. The minor restrictions on employer rights seem small compared to the major restoration of Second Amendment rights. From usnews.com:

Yep, and here in Utah, anyone who can legally own a handgun can carry, loaded and concealed, in their property, business, or vehicle. No permit required.

"Criminal offense" for what? And what kind of misdemeanor criminal offense?

Private property owners can usually place signs; some states limit carry in court rooms, jails, or more public places like schools and municipal buildings.

It sucks in long strokes that you move from point A to point B and you lose your constitutional rights. Then back to point A and you are ok. What kind of joke is that? The joke is Bush the first who signed the wretched gun free school zones act. The flatulence that just won’t go away.

Thanks. Here's why I asked. For private properties, trespassing laws, and citations if necessary, are used in at least one other state. Someone who is carrying concealed can simply be asked to leave. It's a way to avoid putting firearms-related entries in histories of concealed carriers, where that might cause a problem for them later.

Well try driving from Florida with a N.R.A. Sticker on your vehicle on your way to New Hampshire and go through New Jersey and see what happens.

Need a little clarification here. Is "have arms" just being able to put an unloaded gun in your trunk, to be wearing a loaded gun in a shoulder holster, to exercise a little "castle doctrine" if you're being carjacked, what. Any handy list available?
