The USA culture is broadly imploding on itself. Not sure the FBI is remotely equipped to prop her up.

My question is wondering if safety is even possible. Does the Bureau really have the budget and manpower to really invade every county in America, free to morph us into a police state? International spy operations, sabotage, internet conspiracies, indoctrinations and disfunctional families? These evils reach everywhere, now.

This is a condition of the times and tech advancement has done its part. All of it to be rather expected after a nation ejects God and re-makes churches into warm tolerance therapy, and public schools shaping out Americanism, while training generations for Neanderthal thinking.

Very depressing.

Your points about our current condition are well made and I agree. I do not want to live in a police state.

At the same time, the warning signs around this young man were flashing brightly, from multiple sources. This investigation could have been run by a couple of normal citizens with better results.

It is very depressing. But, they do not need to go into a police state, they just need to fully and properly follow up on tips. We've heard many times in the past that complaints were filed on who later became an offender, but were cleared. Perhaps the FBI is becoming complacent. It's hard to say, but
that is where the attention needs to be. And yes, like you said - that resource can be abused where innocent people are being detained like it's a gestapo. At the minimum there should be follow up on a tip. We removed ‘the wall’, so the FBI can check with local law enforcement for any issues to see if there is any merit to the complaint. Maybe it's time consuming, but that's there job.
