The object of terrorism is to terrorize -- it doesn't matter if the bomb is a dud because the bomb maker doesn't know what he or she is doing.
If the letter was sent via the US Mail, they should know exactly where it was posted by now.
My guess is that they should have an arrest within 24 hours.
No bail, and years in the Federal pen (without internet access) is also my guess. These people aren't very bright.
