Exactly. Wray is implicitly following the lead of Comey in trying to portray holding corrupt members of FBI leadership accountable as an attack on rank-and-file agents and the institution of the FBI as a whole.
He is in effect signalling potential whistleblowers to keep quiet and that he stands with the wrongdoers.

Perhaps. I’d of liked to hear him (Wray) say that the world’s premier investigative agency will get to the bottom of ANY improprieties and insure that the integrity of the agency is upheld by ALWAYS remaining transparent to what is best for the average American citizen.
Something along those lines.
These agencies have been weaponized.

FBI Director Christopher Bray’s memo sounds like a pep talk to a group of rowdy kindergartners.
.........this action demonstrates EXACTLY why Wray should be fired. It is the opposite of what he should have done. Instead of diminishing the relevance of this dirty deed by the FBI/DOJ he should have strongly supported the apprehension of the criminal FBI agents and reinforced to his fellow employees the necessity in the future for “other agents” to ACT and never let this happen again.
No acceptance of responsibility or wrongdoing means it will happen again! F Wray.
