There never was an offer to pay.
There was an offer of Authorization of a few million. Authorization doesn’t mean funded. It’s a promise to fund in the future. It’s like ‘budgeting’ for a future payment, but not actually paying.

When McConnell gave Schumer Daca- to reopen the government by a free standing vote after February 8 thus removing all republican leverage for the wall— Schumer took his offer back. What do you expect?
