I read an article... it wasn’t very clear. It seems they were running some kind of drill that wasn’t supposed to actually send out the message, but some button got pushed and the message went out. Then I suppose everyone had to run around and make sure a missile HADN’T been launched before they could send out the cancellation, even though they had triggered it themselves.
