House Committee Unites to Clamp Down on Indian Firms’ Use of H-1B Visas

Bipartisanship on the divisive issue of immigration is a rarity in Congress, but that is what happened when the House Judiciary Committee unanimously approved legislation making it harder for Indian outsourcing companies to bring high-skilled foreign workers to the U.S.

At the same time, the bill eases rules on some U.S. high-tech firms that use H-1B visas, putting political distance between Silicon Valley and Indian outsourcers as President Donald Trump condemns the program as rampant with abuse and a source of unfair competition to American workers.

The new rules apply only to companies that are heavy users of the program, or “H-1B dependent.” Lawmakers changed the definition of “H-1B dependent” to make sure technology companies that hire hundreds of foreigners every year, such as Facebook Inc., weren’t affected.

In turn, the House bill, the Protect and Grow American Jobs Act, has infuriated Indian outsourcing companies and the Indian government, according to someone who advises the government.

The new rules would require that firms either pay workers more–as much as $135,000 a year—or prove they tried to recruit Americans. The bill requires that no Americans are laid off by either the outsourcing firm or the clients that they serve for the entire length of the visa. It also authorizes Labor Department investigations and raises fees.

More WINNING. This is long overdue - these are jobs that US companies can easily train US citizens to do rather than outsourcing overseas. My friends who are coders also say it has also severely depressed wages in this sector

Yeah, but it will make you a "SCRUM Master". Imagine how beautiful the world would be if everyone mastered SCRUM. Oh, wait! What if everybody also Sigma'd six times? Like a scrummy blackbelt covered in six flavors of smegma. Maybe mount some kind of ISO 9000 laser on the friggin' shark's head.

That person, or thing, would be an unmovable, "Who Moved My Cheese" 5th Disciplinarian, I assure you.

At least until the scammers come up with the next corporate "efficiency" fad in order to separate 'tards with MBAs from stockholder money.

There are some very liberal Indians in Silicon Valley who are 100% liberal and are interested in any and all leverage on behalf of Indians and Indian-Americans to the exclusion of pro-USA policies. They have very little clue of what makes the USA great— they are only interested in exploiting whatever they can from whatever the current political situation is. Well to do local Indian Americans have hosted the Clintons during political campaign fund raising in the past. Some of these folks do not understand how such things as the 2nd Amendment, the 1st Amendment and the electoral college contribute towards making the USA the best country in the world. They want to tinker with the formula and make it more socialistic. They recruit young voters since young voters are also more liberal and also more ignorant of USA history and the principles of USA government. Ugh.

When I was an accountant, I was training one of those "High skilled foreign workers" to take my job. He would always brag about being a chartered accountant - equal to our CPA. He flat out asked me, "Why is the December beginning balance the same and the November ending balance?". They never were able to get to the level of quality work that Americans produced and eventually were outsourced to the Philippines. Study after study has shown that foreign outsourcing is a temporary corporate fools gold.

Unlikely to happen with core business software: too much interference between management and developers (time zone alone is a major issue).

Most importantly, their American supervisors won’t go and can’t work in India.

How could these people can replace American workers with fake resume or two weeks boot camp? Is that means one of them is not working at all. Are these H1B jobs are like watering factory plants? I heard that these unionised labor market once charged as much as $80 an hour.

Even today, American draftsmen lose their jobs to Indians because the work is still being shipped to India. Ask anyone working for an Engineering & Construction Company. The hoax is still being perpetuated.
