All appropriations and taxes originate in the House of Representatives. The senate must rectify any differences and the President can sign or veto the bill. Any deficits are financed though the sale of treasury bonds.
The overall deficit can grow over time and interest must be paid out of the budget. No one person is responsible for the 20+ trillion deficit even though the President has the final say.
