Those pricey hammers exist. While waiting for a bid on a door at the local lumber yard I saw a hammer that I thought my carpenter husband might like. It was hundreds of dollars. Decided that his regular hammer will suffice.

Sure they did. Allowing suppliers to massively over-bill the government is how political debts are paid and future campaign contributions are earned.
Just one more form of political corruption - all nice and legal and above board too.
