I’d actually use the law that says American citizens cannot as individuals, outside of official government action, conduct “foreign policy” themselves.
As a former president, or any former or current elected person who is not in the administration in charge of foreign policy, speaking ill of your government when abroad is a manner of promoting your own government policy. I’d pull their passports, particularly of former presidents.
Say what you want on American soil. You don’t go abroad to advance your own opposition foreign policy on foreign soil.
And think before you say
