Retirement or Resignation! That is a difference without a distinction. Either way that old MFer is gone. Actually, in a way, I hope he stays to the end of his term, because each and every day that piece of colossal stink in slinking around the Capitol is one more day to point a finger at him and one less day the next reprehensible Black has to run his/her campaign for the seat.
