It says “the accused sent out packages...”. Hand it been sent to Trump it would have said “the accused ALLEGEDLY sent out packages...”

ALL mail is photographed as it travels through the USPS these days.
So how was it that an alert for more mailbombs didn’t go out when 2 were discovered (and the third/first arrived at then Texas AG Abbott’s office, where the intended victim ultimately opened it himself)?
