Nearly 30,000 foreigners from state sponsors of terrorism have gotten visas since 2007 through the diversity visa lottery.

In all fairness, there may be reasons for giving out US visas to Iranians, Sudanese (North or South?) and Syrians.

But with the previous administration's track record of not supporting foreigners that provide aid and intelligence to the United States, I am not hopeful.

Looking at it strictly from a numbers perspective...I know it's possible to have 20,739 Iranians, 7,232 Sudanese and 812 Syrians based solely on a "lottery", but those number suggest to me that certain countries might be "weighted" more than others.
