It does not say Russia chose anyone in particular to hack. The aforementioned intelligence organizations chose not to leak. No one from Wikipedia said they had information and chose anything. All from a particular point of view and how much they can lie.
You have to be careful how the government talks and what they are actually saying. They have experts in word games working around the clock. I was under the employ of Uncle Sugar for 32 years. Part of my job was determining what to say for the last 12 in my field. Oh the games people play.

There are people who believe in man made global warming, the bogeyman, that there are actually more than two biological sexes, that animals have the same rights as people, that communism despite all proof to the contrary works.......so what? A belief is not a proven fact.
As a professional in the industry there is no doubt IMO that the work attributed to here is conclusive, the data / files reviewed were transferred at recorded times and speeds that indicates a USB vs. internet. It’s also more than likely that the Russians and their hacker networks were actively engaged in the election and it certainly appears they purchased Facebook ads fomenting turmoil via SJW before the election and organized “protests” right after. It also appears, and now even Donna Brazile suggests, that Seth Rich was assassinated for political reasons related to these matters. Assange has clearly indicated that Seth Roth was involved in the DNC leak; who knows who it was that phished John Podesta’s stupid password. The statement from the agency is generic. None of these things are mutually exclusive ...
