The Department of State operates psuedo embassies for Iranians in the region. I think one operates out of our mission in Dubai. So the Iranians just fly over to Dubai, process their visas, go back to Iran, sell the house and car, and then move to the USA. And we reap the rewards of sweet sweet diversity!
And I bet the 5000 lottery green cards for Iranians is outpaced by how many regular family chain-migration green cards they get.

entirely renounce and abjure all allegiance and fidelity to every Foreign Prince, Potentate, State and Soverignty whatsoever, and particularly to THE GRAND DUKE OF BADEN." Bet that doesn't happen anymore.
