this is simply a BS CYA article - the truth is more straightforward, despite extreme lavish funding and a huge force the NYPD CT guys screwed up again. The very block where this attack occurred has a half dozen CT types hanging around in full battle rattle pretty much constantly. These CT amateurs act arrogant and haughty to mere taxpayers.
NYC would be much better served by slashing the CT budget by half and using the funds to add bollards and create car bomb proof pedestrian zones in much of CBD.
Plus: These are not “senseless killings”.
