Since it was the spouse of an enlisted they will throw the book at him because it is considered more abusive.
If Bill Clinton was a Republican and given the power difference between him and Monica Lewinsky, his behavior would've been considered not just abusive but tantamount to rape, and they would have thrown the book at him too, i.e., removed from office against his will.
He isn't a law enforcement officer. Court-martialed.
