She’s aware she’s standing in front of pallets of aid goods... she made a note of it in her rant, complaining that all they got was 4 pallets of water and a couple of other items.

Your logic is self-conflicting. The officer's call was days before the mayor's antics. In fact, the mayor was praising Trump for the efforts at the time of the officer's call into the NY station & the date of the posted conversation recording.
