That’s debatable. You see, Paul was predestinated by the foreknowledge of God. His getting saved was no surprise to God.
Now that is NOT to say that some are chosen for heaven and some chosen for hell - it IS saying that God knows beforehand who will and who won’t - and directs their paths even in their unconverted state.

Are you saying all it predestined? so the guy who beat me up, that act was predestined by a Loving God? Or the drunk driver who killed 2 kids in Minneapolis, his act was predestined by God
Nope, foreknowledge is not predestination. God knew all of those things . . . but he also knew both paths of each decision. God knew that Israel would reject their Messiah - yet he went through the entire process of making Him available to them right up until Paul cried, “Lo! We turn to the Gentiles.”

Israel had free will to accept or refuse to accept Jesus Christ - God did not force them, just as he can not force anyone to bend the knee to Him today - yet He knows what glory will befall those Who do.

TULIP is an acronym that Calvinists use to describe their view on predestination.
T = Total depravity - people are totally depraved and therefore unable to respond to the gospel message of Christ.
(why then would Jesus say, “Come unto me . . .”
U - Unconditional election - God had a master list of those who will be saved and those who will go to hell before creation in Gen 1:1. The list is unchangeable.
(why does the Bible say that God is not willing that any should perish but that all come to the truth of the word.)
L - Limited Atonement - Christ did not die for all men but only those on the “saved list”
(then why does the Bible say, “For whosoever shall call upon the name of the Lord shall be saved?”
I - Irresistible Grace - God sends the Holy Spirit only those on the saved list which removes their depraved nature inherited from Adam and creates within them a saving faith in Christ. The Holy Spirit thereafter guides them directly to understand and correctly interpret the Bible.
“Search the scriptures; for in them ye think ye have eternal life: and they are they which testify of me. And YE WILL NOT come to me, that ye might have life.” - Why would the Saviour tell people that have no ability to respond to search the scriptures? And if that grace is irresistible, why would He say ‘ye will not!’
P - Perseverance Of The Saints - the idea that is a person is ‘called’ nothing can happen to him/her until they are saved, that is, they are divinely protected.
