I read through that article and couldn’t really see much more than politi-speak. Lots of beating around the bush without really saying anything directly other than cutting back on spending for the UN unless results are seen.

And Donald Trump doesn't have much of a base in Britain, so May doesn't lose anything by teasing Trump.
May's government relies on Northern Ireland's Democratic Unionist Party for its majority in Parliament.
A major Northern Irish employers is tied in with Canada's Bombardier Corporation which is having a trade dispute with Boeing.
The DUP wants May to get Trump to support Bombardier against Boeing.
Either this is part of May's plan to sway Trump, or more likely, she knows he won't be swayed and she wants to get a punch in to satisfy Ulster.
I actually despise it when the media refers to conservative parties as “Tory”. In Canada, Tories were originally the kings supporters that fled the US to Canada, which likely contributed/contributes to some of the animus between the US and Canada. Conservatives these days in Canada have very little in common with those old Tories, with the exception of a few real dye in the wool Monarchy supporters that might still exist.
