They should have just bought $23,600 of the $100 bikes and said, "Come and get 'em!"
Of course hood-slums don't always steal bikes to keep or sell. They sometimes steal one to get somewhere and then abandon it. Then they steal another to get back home. Those 23,600 bikes would be a great help.

Street dealers often use bikes because it makes it easier to get away from the cops. Bikes go places cars can’t follow and are faster than running.

Here it’s not street dealers....they are used almost exclusively for hit and run burglaries. Easy for them to scout it out and there’s no car to attract attention. You see a black guy on a bike in certain neighborhoods you know why they’re there.
Everyone watches anyone out of the ordinary on a bike here. In my neighborhood they’re super easy to spot. A lot of people here ride bikes for exercise, me included, but these guys stick out like a sore thumb......and they always have a hoodie on.
