Pretty sure those that loot are also shoplifters and burglars when there is no crisis situation. When there is a crisis they think people will be busy with the crisis and not able to stop them from looting so they go all out. Not exactly upstanding citizens on a good day I am sure.

Measurements in hPa (hectoPascals) are a reading of pressure; atmospheric, in this case. Most people are used to measuring altitude in some dimension of distance Above Sea Level (ASL), but since the pressure changes with altitude, elevation can be measured in terms of typical pressure for a given altitude.
So, back to the table I posted, before: every measurement in hPA corresponds to an altitude in feet ASL with lower altitudes having higher pressures, hence the inverse relationship between the two measurements.
So it is that, at 10,000ft ASL atmospheric pressure is typically 700hPA, but only 70hPA at 60,000ft.
With all of that in mind, checking wind patterns at the 250, 500, and 700hPA levels reveals atmospheric structures at 34,000, 18,400, and 10,000ft ASL respectively that aren’t in effect at the surface.
Where did the modeled 15 foot ocean surge occur?
