the protester would likely not face any legal trouble for kicking the tear gas back at police since it would be tough to prove he tried to hurt an officer. The protester said he didn't intend to hurt anyone.

Can someone tell me, when did intent become a "get out of jail free" card?

Is it because James Comey said that Hillary Clinton didn't intend to compromise State secrets, that alleged lack of intent is now everyone's hall pass?
