Castro was scrambling to replace the energy (oil shipments) from the USSR, and also the cash support. Castro simply went to the richest radical leftist government in the western hemisphere and in a single move saved his regime from collapse.
All George HW Bush would have had to do was threaten Hugo Chavez and the Castro Brothers would have been swinging from Havana lamp posts.
