Nice little rant you've got going there, but in your clumsy attempt at absolving Republicans, Republicans of all the silly things, of all blame for any historical wrong imagined or otherwise, you resort to a petty regionalism that ignores where the real problem lies in this country. You imagine that segregation was somehow just a southern thing. Wrong. Also, Margaret Sanger was no southerner, eugenics policies were adopted and enforced by the state far and wide with what little resistance there was at that time being southern, it was regarded as "progressive" at that time, you see.

Question: who was "progressive" in word and deed in that era, and what did it mean? You don't appear to quite understand just who was what, and just who advocated doing what to whom back then.
