To see the number of these torches was a red flag for me. Who paid for them? A set of 12 of them (the 48" ones) costs $36.99 at Amazon. Let's say there were 500 of them. That would cost $1,541.25. I don't think they are shipped filled with oil. They all had to be filled with oil. The entire process required organization that volunteers would not give. It had to be a financed team set up to put out all those torches.
