A test is just that. No immediate discernible threat especially when we have a trajectory model within the window of target acquisition. The news of the miniaturization of nukes capable of payload changed everything. Until they had this capability, the biggest danger was not as extreme, plus why show them what can be achieved for them to work against it.

Exactly. We are just doing missile defense testing. We should test hitting the launch site and manufacturing facilities as well. And the one fat dude in the country.
