I read a story very similar to this, in a book by a Russian who had been in the KGB (as I recall). It was about a guy in Russia who went on a hunting trip with some coworkers and scared them with his reckless shooting. This was reported to the KGB. The guy's name was Lee Harvey Oswald.
The point of the report was that Oswald was an unreliable nut. There are unreliable nuts from every country. That doesn't mean that every Somali or every Syrian is one.

I believe her point was that the cultures are largely the same. And if you can’t trust a Syrian with a gun, giving one to an even lower IQ’d Somali is much worse.

Because we’re one of the few cultures in the world that is allowed to keep and bear arms a great majority of Americans understand the basics of firearms if even at the barest minimum that you don’t point a gun at someone unless you intend to use it and you never fire in the direction of a crowd of people who are not threatening you and most folks certainly at best know to treat every gun as being loaded. I learned gun safety and how to shoot a .22 rifle as a kid in my local Police Athletic League. Other cultures not accustomed to firearms tend to think of a firearm as something with a mind of it’s own.
