Trump did give funds to CA for the Oroville dam even though the had money to maintain it but spent it on other things.

Deep State NeverTrumpistas in the Forset Service would rather let the forest burn down and blame it on Trump.

He may have something to do with it:

Thomas L. "Tom" Tidwell is the 17th and Current Chief of the United States Forest Service (USFS) of the Department of Agriculture, and was appointed on July 17, 2009 by President Barack Obama, succeeding Gail Kimbell.

The last big wildfire (June, 2000) that nearly consumed the Hanford Area (burnt over 200,000 acres and threatened the Nuclear facilities) could have been prevented almost immediately. A car crashed along side the road started the fire, A truck hauling a D-9 bulldozer was close behind and started to unload, but BLM folks were near the scene and told him he could not cut a fire break on Federal land.

They would have to be cautious around major fires, and it would be fairly easy to avoid heat columns using panoramic infrared cameras. This being said, they can perform other roles like raining out fuel in the direction of travel of the fire, slowing it down substantially, dropping foam on buildings, and raining on things like grass and scrub instead of forests with firestorms.

Lots of possibilities, for example, aluminum airships.
