Because in CA, especially along the Coast, you can’t get “approved” for a CCW, that’s why. You have to show significant reason for wanting to Arm yourself such as transporting Cash, Diamonds or Democrat Voters.
Being a Conservative, Republican and / or Trump Supporter isn’t a good enough reason.
I say this as someone who drives all over Southern CA in a Car that has “TRUMP 45” Vanity License Plates on it. The best I can do is having Pepper Spray because my Wife insisted on it.

You can concealed carry in bars here in Ohio as long as you aren’t drinking, I stay out of bars though personally.
I moved to NE OK...from SOCAL many years ago now. One day I was out riding my mountain bike in the middle of nowhere..and heard a helicopter. Was weird...because I had not heard one for months...
