Don’t recall if it was a ‘made up fact’ but years ago I seem to remember a time when the ‘good’ Hispanics (ie non law breakers etc) could be considered Black or ‘other’ while the criminal element was considered White... I am guessing that was so the numbers of Black miscreants was lowered???
