You don’t know that. There’s no way to measure it. All we can do (and should do) is identify and criminalize illegitimate voting in all of its various forms. I don’t care if it’s non-citizens, dead people, fictitious people, or people voting more than once.

Any improper voting, whatever form it takes, is destructive to the system and should not be tolerated.

I don’t get why you would want to minimize the negative effect of non-citizen voting or voter fraud in general.

Timing would be to
1) Find voter fraud
2) Do a bunch of prosecutions, to legally establish that there is an issue.
3) Get another conservative on the Supremes.
4) Have a state enact Voter ID.
5) Have a CONSERVATIVE group challenge it, then throw the case in front of a Trump-appointed judge.
6) Have the Supremes uphold Voter ID.

I definitely don’t minimize voter fraud. Check my posts. I have been extremely active in fighting voter fraud. When I moved into Chicago’s inner city, I intentionally moved into the westside bloc area that allegedly stole Illinois from Nixon for JFK. (That vote fraud was not sufficient to decide IL for JFK.)

I have presented solid cases to Republican prosecutors at both the County, state and Federal level. My close friends and casual friends have done the same. None have been taken seriously. Lawyers and law schools don’t take it seriously “because everybody they know does it.”

The fact is that most vote fraud done in the name of non-citizens is not done by those non-citizens. It is done by patronage employees and contractors of the politicians who vote multiple times, using the names of people who they suspect will not show up and vote on their own.

Such crooked patronage does not limit themselves to non-citizens. Patronage voting in the name of citizens who have moved out of the precinct is far more common.

Percentage wise I suggest that the Aldermanic race between Sandi Jackson and the Obama/Stroger/Beaver wing of the party had more vote fraud than any election in our lifetime. That is because both sides stole so much. And in that race, not a single non-citizen voted, not even a naturalized citizen. All the names used were natural born citizens, most of whom no longer lived in the ward.

I see now that you aren’t minimizing it, you are just trying to focus efforts on the real culprits
