Step 1: split Cali into three states, Northern Cali (North of SF Bay excluding Oakland and Sacramento), West Cali (SF LA SD Oakland and Sacramento), Central Cali (whats left)

Step 2: West Cali secedes, becomes nation of Mexifornia excluding U.S Military bases.

Step 3: Extend the wall north to surround Mexifornia.

Step 4: Withhold any federal grants to Mexifornia.

Step 5: Pass the popcorn :-)
