I’m sure the UK could come up with a counter-argument about the people who came through the Chunnel from France before they tightened things up. Or, maybe the EU and France what England to pay for the cleanup in Calais?

it includes the costs of relocating any EU institution and the UK’s share of a massive aid package given to Turkey in return for easing the migrant crisis.

Think of it as a divorce where one partner maxes out the credit cards before making the settlement. Sweet deal if you can get it.

Note to the EU: UK exit beautification project will be to leave Brussels a smoking hole in the ground - figuratively, of course. The UK needs to determine what actions it could take that would massively hurt the EU and offer not to do them in exchange for a no cost divorce.

Probably just assume EU-related pensions and unemployment compensation for UK citizens.

The EU agency people owning British real estate will be making a killing, far more than any relocation costs.

Also:
1. EU citizen workers in UK who made 2016 UK income tax payments can stay, without UK subsidies.

2. UK workers on Continent who made 2016 Continental income tax payments can stay, without Continental subsidies.

3. Those workers can participate in the health systems of their host country.

4. Continental/UK real property owners will retain year around residency rights to their current UK/Continental property.

Germany created the magnet for the migrants, so Germany alone and no other EU member should pay their costs.

Britain should simply sever totally effective tonight at 0000 hrs. It can be done and will ultimately be cheaper, sooner, and a lot less complicated. I suspect that the PM and the establishment class will make it as difficult and onerous as possible in order to get another vote to reverse Brexit. Or they may use the negotiations and wrangling to essentially stay in the EU but change the names of some things, sort of like what the Republicans are determined to do with Obamacare. If Brexit is successfully sabotaged I expect Britain will lose the pound in the process and will turn over its financial control entirely to the EUSSR Central Committee.
