House Republicans propose federal high-risk pool in bid to jump-start Obamacare replacement bill

Let's see if this does the trick.

House Republican leaders, looking to jump-start their floundering effort to repeal and replace Obamacare, on Thursday said they were proposing creating a $15 billion federal high-risk pool that would provide insurance coverage to Americans with pre-existing and often serious health issues.

Speaker Paul Ryan said the provision would "lower premiums" for other, healthier people who buy individual health plans by shifting the risk of covering higher health-care users to the federal risk pool.

Ryan, R-Wis., also said it "gets us closer together, closer to that consensus" needed to pass the GOP replacement bill.

But, "I want to be clear: we still have more work to do," Ryan told reporters.

The federal pool, which would be funded with $15 billion, would be replaced by individual state-run high-risk pools in 2020.

It is far from clear whether the inclusion of the provision — which is based on the state of Maine's high-risk pool — in the American Health Care Act bill would do enough to garner the Republican votes needed to pass that legislation, and send it to the Senate for review.....

Like it or hate it, IMO this necessary. Chronically ill, high maintenance patients need to be extracted from the general population in terms of insurance coverage.

I’m not sure actually, that the GOP should at all start to pare back that fund.

Really.

Sure, remove the feds from otherwise covering things, but as for the portion of insurance which others will not cover, I think it would be a BIG mistake, to try to remove coverage from anyone.

I am frankly, very puzzled by how many are opposed to this. It seems very basic, to me.

If someone can not get coverage elsewhere, the government should absolutely, step in.

ok lyin ryan: first, give us the whole bill to read, with time to read it.

as for the bill, two provisions are necessary to keep your gop promise (the rest is upto you):

1. a complete repeal ala mo brooks/steve king as a first page in the bill and

2. anything you force on us, you and your gope cronies are also required to receive, in full.

I don’t see how this will help smaller groups who have pre-existing conditions. This will balloon into a group offering which will compete with the insurance companies. Otherwise, without the mandates, certain groups will be shunned. Maybe they can just let such groups shop individually with some kind of employer subsidy or something like that.

I dont qualify for medicaid...or health insurance other than short term Insurance thanks to sleep apnea...and being self employed one person operation..gotta have two to get group health Insurance

A federal high risk pool is the only solution. It’s the only way to keep the cost of insurance and medications in line.

Like it or not there is going to be some sort of a USG-run healthcare system or component of the healthcare system. Trump promised as much when he was running where he said something to the effect that “We are going to take care of everybody!”. This probably the does the least violence to “medical market forces” of the USG -oriented proposals.
It’s still doomed to failure in the long run as is everything that is socialistic.

This is another non starter.
There is no/are no substantive changes to make health care either better or cheaper...just moving beans around to different voting blocs and big donors.
“reduce premiums’ compared to what??
How about first letting free market insurance to cross state lines...
and health care coop and savings accounts,
and agreeing to pass legislation and not cleverly sign papers and regs that can be repealed with the stroke of a pen.
This is just more posturing.

I agree. As long as the Pre-Existing-Conditions-Crowd (PECC) has to be covered by the insurance industry there will never be affordable health care. So spreading those costs out at the Federal and State levels makes some sense.

But don't ignore the fact that many of the PECCs have brought on that "pre-existing condition themselves by reckless eating and drug habits and other lifestyle choices. We are paying for those folks as well.

It’s the only way to do it.

It’s not “insurance” if you cover pre-existing conditions. At that point it’s just a slush fund.

Create a high-risk pool and call it what it is... welfare.

Simply allow insurance companies to legally offer health insurance to individuals.

Keep ObamaCare, and in time it will become the high risk pool, and it can be subsided as need be.

Ryan seems to be doing a secretive closed door deal with only his way..or no way as the binary options.
