President Trump didn’t declare war on Syria. He exercised his CIC powers properly in this instance as laid out in the War Powers Act.

The informal rule seems to be “one free bombing”, because this clearly wasn’t some sort of national emergency that couldn’t wait for Congress to convene and bless a war.

I believe you are correct. Congress authorized the use of force. That is a declaration of war. Of course, we were already at war with Iraq, it was only a ceasefire that was changed. Technically we were only continuing the first Gulf War.

Nope. I believe the President should force congress to declare war, not some kind of police action like Korea.
