North Korea assumes we can shoot down their rockets. We don’t need to prove it to them.
But their actions leads to Japan strengthening their military which is bad for China. China prefers to be the only expanding military in the region. North Korea is not in a position to attack anyone nor can they defend themselves from a major attack. The best they can do is “make pronouncements”. And sell rockets.
