That's pretty much the case anywhere. Had there never been retention basins, dams, diversions etc. constructed, the water would flow naturally. But the bottom line is.. the people of NorCal should still receive assistance. And as one FReeper said earlier, caveat that aid with the proviso that federal oversight and investigations on the decrepit condition of the spillways will follow.
This is a California made disaster...it could have simply been controlled by the State. These people affected by the States inaction should sue the pants off of them if/should they survive this event! This is total mismanagement/incompetence.
California has plenty of money to address this situation but choose to poor mouth. Screw California and their problems.
Apparently you aren't aware we have a lot of conservative brethren in the North State who are affected by this.
That's the concern for my wife and I. We're born and raised Californians for around 60 years (+/-) about to start retirement in the middle of 2017. We had seriously considered living near the coast after retirement (San Luis Obispo/Central Coast area), as we love the ocean area.
But with our daughter out-of-state, we're trying to decide if we love it *that much*. And when you hear about all of the infrastructure problems in California (issues with dams, water storage, really bad roads, etc.) and the wasted resources on illegals in the state, we have to wonder how much of our retirement will be affected, along with our retirement savings and planning.

Only a week or so ago Gov Moonbeam thought he was hot stuff, showing off by challenging Trump by declaring kalifornia "a sanctuary state". He was like a child - neglecting the obvious fact that sooner or later he'd need something from Trump. So now the show is on the other foot.
