Trump should announce that he is transferring the CIA and any other US intelligence agencies to the US 9th Circuit Court of Appeals, since this court has taken it upon themselves to be the arbiters of what international conditions are sufficient and appropriate to base foreign policy and immigration decisions on.

He will call for the judge to step down or face impeachment hearings.... (after reading straight from the law on the matter)
